apps on iPhone won't stop wiggling

I rearranged some of my apps on my iPhone 4; however, even after attempting to press the HOME button, as well as, trying to turn the phone off, nothing happens.  I tried calling my phone from my company phone and it doesn't ring, but does reflect I have a MISSED CALL, yet I cannot click on the app or any other apps for the matter. Any idea(s)?
